Monitor policy implementation

Monitoring & Evaluation (M&E) is a challenge for many governments. In fact, for most policies, there is limited impact measurement at scale, due to poor monitoring tools, limited budget, and expertise in M&E. Globally, countries are adopting strong and well-designed M&E approach to have a Result-Based Management (RBM) framework applied to their policies and programmes. An interesting learning from Canada shows how Global Affairs Canada uses RBM to manage Canada’s international assistance effectively and efficiently. It is more than just a set of tools; it is a management approach and a way of working that looks beyond activities and outputs to focus on actual result, the outcomes of projects and programs.
